A Deligation of PEA Meet Finance secratary he has refused to implement the AG PUNJAB notification of pay revision of educators. He says only implementation of one increament and stopage of recovery is possible. is it true?

A lot of people have been appointed in year 2011 and we are told that this regularization notification is not for us who has been appointed in 2010 or 2011. As our advertisement was published in April-2010 against which we are appointed in 2010 & 2011, please make confirm what the actual situation is.
Dear please read the point no. 8 , 9 & 10. As per our consultation all the contracted till 10-09-2011 are regularized Bps 9 -18.
